Of course a hand recount in a democratic stronghold will maximize the number of votes for Gore, because votes that are otherwise ignored by machines will be counted. But the same would happen for Bush if a hand recount were held in a Republican county (Repubs are too late on that score in mots counties). Are you saying that we should allow Gore to selectively increase the number valid votes in democrat leaning areas until he wins? (Frankly, if Bush and Gore were smart, they'd both be clamoring to give it up, because the next president is likely to be the most hated in decades, at least)
