Dave, I do not know the details, but I believe that double punching, so far, is still disqualified. I asked before what is m=n-u-v-y, that will be the universe of ballots that had no choice of President, where the voter might have possibly made a choice, but the paper ballot did not reflect it due to misreading by the optical system. One of the reasons for that misreading might be that "hanging chad". There might also be other reasons for misreading, like dust or debris from prior cards getting lodged in the optical path, and possibly other reasons as well. Double punches are still "no vote" (I would have said the rational decision with double punches is to grant half a vote to each punchee, but I believe the law sees it differently).

The double punched ballots are not being counted. Each card is analyzed by a Republican and a Democrat. There are dozens of observers in the room.
