I cannot provide a solution for you. But this is just rare, and it could happen to anyone anywhere. Since there're lots of foreigners residing there and love the place, I assume they don't have any problem with their tax filings. As far as I know, HK tax collection system is far less complicated than US. You don't even need to pay tax from profits in the stock market. Perhaps, you may simply ignore the letter.
