There it is. There's an analysis that says Bush doesn't have enough punchcard counties available to recover. If so, we'd have a fair loss for Bush.

But the only way it's fair not to hand-count all counties that can use it to recover votes for both candidates, is if either Bush or Gore could clearly estimate an impending loss and concede. That article thinks Bush can't recover. If that article is right, then the Republicans counties have had an advantage by virtue of their more modern equipment capturing closer to all their votes all along. I suppose that's so. But again, if you hand-count counties favoring one candidate, you must do them all giving both candidates an equal chance, and federal courts should rule this way. Then, in time, Bush would concede.
