Like it does every year, this manual count process is going on right now in every close race across America, wherever punchcards are being used. It has already happened in Florida on punchard absentees. There is no doubt about it, the punchard system is flawed and should be replaced, but as of yet Florida -- with a Republican Governor and Republican Legislature -- has seen fit to neither ban the punchcard system nor earmark funds to counties to modernize their voting systems with new and expensive optical scan or touchscreen machines. Thus, more affluent counties have rightfully dumped these systems, while others have not been able to so. I imagine this item will quickly move up the priority list in the next legislature.
