Sorry, but the Vice President is always separately elected. Article 12 is exactly discussing the Elections of both. I see nothing there that says that Clinton steps down at January 20 unless there is a duly elected President.

For instance the 22 Amendment that discusses the term limit of the President states No person shall be elected to the office of the President more than twice, . . .

I would look to Article 2 of the Constitution itself to note that the President serves until a replacement is elected.

The way I read it Article 12 provides for succession by naming the Vice President the President pending the outcome of the Congressional selection process if there still exists deadlock come March 4 of the start of the next term. I just don't see any mandated end to the Term of the President other than that he is replaced by a newly elected President or by the Vice President in the event of continuing deadlock after March 4.

So as it stands, I see "No Controlling Authority" to your claim that Hastert will assume the Presidency January 20.
