The STATE courts are part of the government of the state of Florida, and often are called on the interpret state election law, and determine whether it has been properly applied. It's GW -- that federalist who believes that federal courts should butt out of states' business -- who has run off to federal court and filed a federal civil rights lawsuit to OVERTURN a state law.
