The only thing I've seen (David Tice at the prudent bear site) that could account for this discrepancy is that in urban (read Democrat) areas polling stations tend to be more likely to be equipped with the older hole punching machines that sometimes fail to catch all the votes. This may also be why the Bush camp has not called for hand counts in their strongholds - there wouldn't be so many extra votes for them. prudentbear.com See also the previous note.
