You are quite right that there would be tremendous money to be made from hacking votes. On the other hand, one thing that might make a vote harder to hack than a Visa number is that the voting transaction could be one-sided. Thus the hacker would never know that his vote was good or bad. With a VISA number he can always test his number by trying to buy something.
