I think you are right chartseer. Out of 254 Texas
counties only approximately 14 use punch cards.
The others use paper ballot. Texas also has prescribed
standards the various boards must follow when conducting a "hand count". They don't need to hold up a punch card
and try to devine the intent of the voter.
Maybe the new standardized voting machines should be some sort of head gear where the local election boards can
read our minds...some along the lines of Mr Spock mind meld...Of course, I am assuming most of the voters have a mind to read. <ggg>
