It would take 45 days for the hand count to be completed in the Dem counties. That is unreasonable. If allowed, that would leave the door open to the GOP to demand recounts in all counties - and allow them to manufacture votes like the Dems are widely reported to be doing.

Still unsure (and not trying to incite a riot here!) how they will determine with the hand count how to resolve the PB incident wrt those voters who thought they voted for Gore and actually punched Buchanan.
