According to FL election law as stated by a former superintendent of elections, either candidate has the right to request a hand count. Also a county election committee has the right to decide on a hand count if they feel it's warranted. Thus Bush could well decide to ask for hand counts throughout the state & Republican dominated counties could do so on their own.

But the reason that hasn't happened yet is likely because the Bush team realizes that it won't make much difference except in counties where we had this specific incidence of overvoting. Keep in mind that in PB, multiple sources have indicated that of the 19K+ overvotes, a large percentage were in fact Gore-Buchanan overvotes. With such a large absolute number of these specific overvotes, a manual count will likely yield a few thousand for Gore. Whatever we think of the ballot used in PB, the fact on the ground is that this specific Gore-Buchanan overvote represents a statistical anomaly of nearly double normal overvote rates. Rich
