You may have gotten FX!32 mixed up with some earlier translators by the same group that helped developers migrate from VAX-VMS to Alpha-VMS. In this case there was a translation program (VEST) that generated a stand-alone binary.

As TMTA is down over 5 today you must have had quite a lunch!
