Yep ... Who is it, under the Constitution, that is specifically charged with certifying the Electoral College votes of each state?

The president of the U.S. Senate, which also happens to be the vice president of the United States Al Gore.

Source: nara.gov

The Vice President of the United States shall be President of the Senate, but shall have no Vote, unless they be equally divided

The President of the Senate shall, in the Presence of the Senate and House of Representatives, open all the Certificates, and the Votes shall then be counted.

The day those Electoral College votes go to the Senate to be counted and certified to choose the next president of these United States, Al Gore will be holding all the cards.

Hmmm ... can you spell back-up plan. This is not over regardless of vote.
