Sorry, I misunderstood your point. I thought you'd remarked on the ballot across all of Florida, in which the recounts uniformly resulted in small Gore gains. For the hand-count in Palm Beach, I think the answer again bases on more-complete accounting of inaccurate punch-card ballots in an area which is heavily Democratic, and in which there was a confusing ballot.
