That incident did not qualify for provisions (if there were any). I am sure the present situation also qualifies as an exception in that case.

There are no explicit provisions made for extending the soft deadline in case of a recount -- this is precisely her justification for preferring the shall of the first section to the may of the se cond. She recognizes that the statute allows her discretion ( see hurricane ref.) but says not in this case. Her argument is that (a)had the legislature wanted to make specific exception for recounts it would have done so since (b) the legislature made specific certain other matters concerning a recount.
