Let me explain. These were dead people brought in from Chicago to vote. They were very very tired from the long bus ride, (they had to take the bus because they would get airsick not be able to ride in the passenger section by federal regulation) and they were on the whole, very old any on the whole, they have very poor eyesight, being dead and all.

They were instructed by "the election observer committee members" from Chicago to "vote twice". But because of the illegal and confusing ballot THEY DID NOT REALIZE that that meant 2 separate ballots.

Nor were they told by any of the state officials that the must in fact use two separate ballots, if they wanted to vote twice.

I hope this clears it up.
