Then let's hand-count all 100,000,000 votes nation-wide, employing the same criteria everywhere.

The "act" of "voting" is UNEQUIVOCAL and requires UNEQUIVOCAL ACTION. Voters who failed to take that UNEQUIVOCAL ACTION did not "vote." The machines tally UNEQUIVOCAL ACTS. The Human "reclassification" decisions can easily turn an EQUIVOCATION, a MISTAKE, an INADVERTENT REST OF THE PUNCH into a "vote," with totally subjective criteria being applied. This is wrong, it is biassed, and should not be allowed.

In fact, the unvoted ballots weren't even in issue when the WPB recount first came up, until well after the butterfly argument looked like it was going to become a loser. Only after the Daley machine got revved up and had a phony excuse for looking deeper into the balloting, did this even get raised.
