In answer to your questions:

No.

If that assumption were true, then Gore wouldn't have received 19 votes Tuesday for every one Bush received. The Clinton-Gore administration has an admirable record in promoting racial harmony in this country. If not, then why did so many African-Americans vote in such large number for Gore? (Hint: It was because of President Clinton, not Jesse Jackson or Al Sharpton.)

Look at how the federal lawmakers voted on economic issues. That is the key.

Re: Bush having two blacks (I assume you're referring to Powell and Rice) in high positions:

Powell, Rice and Clarence Thomas do not speak for the average black man and woman.
