As I said, not all of those counts are finalized. So it is not correct to say that Bush has won, or for that matter that he has ever won. He has only been ahead, pending certification. With counties now reviewing their counts, the tallies for Florida have not been finalized still.

The Bush people's claims that they have won anything in Florida must only be applied to those counties in which they may be ahead and that have certified their votes and their Canvassing Boards have disbanded. The whole state has not finished. We must all respect that and not see a rush to claim what has not been determined.
