If a recession comes from the misjudgment of the Fed (read: Greenspan), and the cyclical nature of the weather spikes oil prices, then the budget surpluses will shrink, and perhaps disappear altogether. So, yes, instead of the Treasury sucking up massive Capital Gains from the populace, the populace will be deducting $1500 or $3000 off their 1040s for several years into the future. The tax year 2002 may be be too soon for a turnaround. Greenspan best hope that this winter is not too severe and all the extra oil being pumped into the pipeline forces prices lower.
