I think you may be erroneously assuming that Bush can't now request a hand recount in the Republican counties.

The only thing wrong with the picture above is that Gore requested the right kind of recount in the right counties, whereas Bush did not. So in your opinion, the Florida vote should be based not on fairness and a desire to accurately determine the "will of the people", but on which candidate's legal team uses the appeals system more effectively?
