That shows the need for a recount, maybe the need for a 2nd recount (becuase the 320 ballots where not discovered on the first) but it doesn't show the need for a hand recount. All the ballots would be run through the machine again on each recount. Unless the machines have been shown to be inaccurate I'm not sure a hand recount is a good idea. If the machines are inacurrate then they should be replaced before the next election.

I think you need to read once more what I posted.

It was a hand count that discovered the error. The error resulted from someone reseting the machine incorrectly which in turn caused the machine to throw out the 320 ballots.
