Misheldo, it is so easy for people to call it "the law", the law is that it is at the discretion of the secretary to extend the deadline (there are two paragraph, one says "shall" the other says "may", meaning it may not at its (or her) discretion. A court can always overturn this 'discretion" if it feels the public is better served with full counting. Furthermore, that "laws" is in contradiction with the laws that call for "manual" counting , if such counting cannot be carried out within th time prescribed. First, there is no reason for tomorrow when there are still a bunch of ballots from oversea to be counted by the 17th, second, nothing will happen if the certification is completed by December the 18th.
