The black letter law allows for discretion -- the "may" of 102.112(1) -- but provides no guidance on when an extension should be granted. The black letter law also directs the process by which a recount shall proceed.

This argues heavily for granting an extension to any county making good faith efforts to comply with the statute's explicit directions. You would have a court believe that by remaining silent the legislature meant to make practically impossible what it elsewhere specifically requires. The court will read this silence otherwise -- as it should -- and allow the lawful recount to continue.
