This was not requested by the Bush campaign, it was requested by local officials after a machine malfunction:

The Goreans quickly pointed out that there had already been a hand count in the Florida presidential race, and that Bush himself had signed a law calling for their use in Texas. When the counting machines had malfunctioned in Seminole County, the initial recount was conducted by hand, and with GOP approval.

RUSSERT: When there was a hand recount in Seminole County and Governor Bush got the advantage or a hand recount in New Mexico, which helped Governor Bush, and Governor Bush signed a law a couple of years ago saying that hand recounts should have preference over machine recount, if it’s the advantage of Bush, is it OK?

MR. BAKER: Let’s get the facts straight there, Tim. The Gore campaign is claiming that we asked for and had a hand recount in Seminole County. That is simply not correct. It is no more correct than their claim that the Palm Beach ballot was illegal. It is not illegal. They were looking at the wrong section of the statute. In Seminole County, we did not ask for a hand recount. There was not a hand recount, except with respect to a few ballots that were rejected by the machine in the automated recount, where both the Democratic and Republican local officials agreed to look at some of those ballots by hand. And again, that was in the context of the automatic recount — the original recount, not yet a third or a fourth or a fifth recount until you like the result.

Let’s talk about the Texas law for a minute. Under the Texas statute, there is provision for a manual recount, but it is subject to uniform rules and objective standards. It is not a procedure like this one where you get in predominantly—counties that are predominantly favoring one side or the other, you get a process where the electoral board can look at ballots and make a subjective determination without any rules whatsoever to guide their judgment.
