John I'm not sure the Secretary of State has any choice but to ignore the counties. Since there is no provision in the law for an extension and since the rules of statutory intrepation generally interpret the word shall as mandatory, it appears that he/she is oblgated to certify the election under Florida Law. Of course whether this provision of Florida Law is constitutional is another question.

It gets curiouser and curiouser. One thing we can be sure of. With many lawyers involved, the fun is just beginning.

You should remember that the courts today are not interpeting the law (like they should) they are making laws.
I expect the judge to extend the time.
