Okay, that was the figure I just got off the CNN site, I stand corrected. Regardless, there will be a victor determined and the margin of victory will likely be in the 0.0x% range, basically in the noise range. Might as well flip a coin.

That's not what Bush's campaign has planned. Should Gore take the lead in FL, they have people on the ground in NM, OR, WI, and IA ready to request a recount.
