In reading the Reuters article, it looks like Gore's argument is that the Broward decision to stop the manual recount was based solely on the Secretary of State's decision about the deadline, not on whether there were sufficient grounds for a manual recount. But that doesnt seem to be what the Broward folks are saying. I do agree that in the up and down PR battle, this move will hurt Gore. It's like the Bay Area weather: If you dont like what is going on now, just wait a minute, it will change.
