I guess you don't remember the standard retort. Bosnian Serbs were defeated by Croatian army. Of course it didn;t stop Clinton from claiming credit.

Northern Ireland, North Korea, Kosovo, Haiti and Middle East is much worse off.

I made and error in punctuation. I meant to start a new sentence with "Middle East is much worse off"

The part about Northern Ireland, North Korea, Kosovo, Haiti meant to be in the previous category of places "in as much of a mess as it has ever been".

But using this same logic, would you say that Russia worse off than under the Soviets?

About Russia, I didn't list it under Clinton failures because I don't think Clinton did anything of significance (good or bad) in the US relations with Russia. The only thing that comes to mind is turning the opinions of ordinary Russians from one of general friendship toward the US to distrust, cynicism and hate for after US invasion of Yugoslavia.
