Yeah.. I was talking to a Navy guy the other day and we were discussing this...

He made the same point about the "rules of engagement" preventing anyone from firing either in warning, or to disable, any boat that approaches too closely.

Btw, he also mentioned that the reason the Cole pulled into Aden is validated as a necessary refueling stop. It seems that it is Navy SOP to ensure that all fuel levels never fall below 80% on a ship. So despite the fact that the Cole had 250,000 gallons of fuel on board -more than enough to reach the Bahrain-, SOP prevented it from doing so.

He also lamented the fact there are fewer fleet oilers and that was a primary cause of this event.

But since it would seem that everyone and their flea-bitten dog knew about an upcoming attack on a US ship, it would seem there was a tremendous intelligence failure apparent in this case.
