How do those things work

A stylus (a pen with a metal point, like a Papermate refill)
punches a hole in designated area of the ballot, which is then electronically read by a mechanical device.

Here is the advantage for manipulators. Extra ballots are always available. The ballots are handled by many different people. If You wanted to ruin your opponents chances to win here are some of the possibilities:

1) put extra ballots into the system (already pre punched for convenience)

2) Make some of your opponents ballots disappear (A.K.A. Chicago )

3) Invalidate your opponents ballots by over punching them.
In the contested areas of Florida some of this may have taken place. Sure a lot of unobservant Democrates may have voted for Buchannan and Gore. But this would also be the perfect cover for a Republican to over punch Gore tickets and thus invalidate them.

Disclaimer: I have no idea if this happened. But given the sloppy Florida counting system its possible. I have worked enough elections as have my parents and grandparents, and have heard stories of many strange happenings.

You remove the card from the slot after you have completed your voting and scan it to make sure the holes are where you want them. At least those with common sense do this.
