In the beginning, the state level officials at least appeared to be neutral. Now with the Attorney General and the Secretary of State going in different directions based on the party line, that appearance is gone.

I do see this as an unfortunate shift, probably in Bush's favor. The rhetoric at the start was to certify a clean election, as it's come down to legal details it appears that it has become a completely partisan battle.
