Actually the way *I* heard it is that BUSH offered the deal to Gore.

I doubt though that Gore will take them up on it, because if they hand count the whole state, then most likely Gore will STILL lose.

Otherwise Gore would of requested a hand count for the whole state in the FIRST place.
