Way too hard to verify. There are few problems in determining when birth occurred (although I'm sure there are some).

Naah! Don't like that idea. People will then likely be mandated by Feds to maintain the logs of everytime they had an intimate interlude and menst. cycle in case of women to establish the time of true conception. Bad idea!
