I don't know the answer......I only know that each county must certify their ballots by 5 PM today.


then when would you say the counting of ballots is finished? (i'm not talking about recounts)

Each county certifies ballots from precincts by today; overseas absentee ballots can arrive as late as Friday if postmarked by election day. Final tally after overseas absentee ballots are counted, but precinct certification by law is today (unless extended by a Judge).
