I wasn't clear, it's really the chad that doesn't break off that is the problem. After the first count and recount by machine all the chads that are going to break off probably have. That leaves a lot of chad that will never break off by machine (because they are all right side attached) but are still obvious to the human observer, they are like a little paper door over the hole.

Edit - the bias is that the ballots are always run through the same way so there is not a chance to break off and clean up all the chad. The bias is not for any particular candidate, it is just a bias toward apparent no votes .
