It means that the judge is saying, She can't arbitrarily reject--he's leaving a courtesy window open but putting it back in her court, not the COURT, and she of course will proceed as she has thus.

Judge Terry Lewis ruled that counties may file supplemental or corrected totals after the deadline, and Secretary of State Katherine Harris may consider them if she employs "proper exercise of discretion."


Abstract; Associated Press is giving a Democrat interpertation.

The State Secretary sorta says...."descretion vested in her has to do with natural disasters, etc. which has nothing to do with this situation regardless of the candidates this process must end."
