Actually, I would give some credit to Bob
Rubin for his strong dollar policy and for his
policy of shifting the Federal debt from
long to shorter maturities. He understood
very early on that we were in a deflationary phase and
took advantage of it.

On the other hand, he is also the guy who was fighting
to maintain capital gains at 28%, which was really
a subversion of a key component of the deal struck
by Reagan and Tip O'Neill/Bill Bradley in the 86
Tax reform.
