That sounds good, however, if the bias stems from the fact that you are only counting in your own counties, and thus seeking to bolster you own guys performance, at the expense of fairness to voters in the other counties...then all the oversite in the world won't remove the inherent bias. I'm sure you can see this.

The Secretary of State has a good reason why she won't accept late hand-counts. Non-arbitrary discretion, as ordered. She sees that accepting Late results from only the partisan counties involved, would amount to her office extending a legal deadline resulting in an advantage to a single candidate.

Only a Democrat acting with bias would stick his/her neck out by ruling to accept these late county filings.
