Where did you read that? I assume that there were a significant number of ballots that the machine decided that there was no vote for either candidate. Those are the only ones that need to be read by hand. I don't think we need to overturn the machine when it makes a decision. Rather, I think a manual count is needed in cases where the machine could not detect a vote (e.g. because of a "hanging chad" etc.)
