Webster's:Main Entry: ar·bi·trary Pronunciation: 'är-b&-"trer-E Function: adjective Date: 15th century 1 : depending on individual discretion (as of a judge) and not fixed by law <the manner of punishment is arbitrary> It seems that the 5 pm rule was fixed by law and is, by definition, not arbitrary.
