The question is what message does this send to the cavassing boards in the affected counties? Spend hundreds of thousands of dollars on a manual recount without any idea about whether they will be disregarded? Has Dade met about the recount yet?

This is my take. Palm Beach County (assuming that it has democratic folks at the helm) can continue with the counting of votes. One possibility is that it could come up with significant number of votes in favour of Al Gore. Then submit the results to Secy of State and leave it upto her to make a decision. Then she will have a tough time to figure out how to proceed. I have to see if such a scenario unfolds.
