The key word in your prediction is "moderate." The Armey-Burton-Lott-DeLay faction in Congress has other thoughts. Also, the McCain faction has promised to tie up the Senate unless campaign finance reform moves forward at the beginning of the new session. Bush may well be consumed by intra-party fighting the first six months of his administration. Also consider that northern Republicans will not let the southern Republicans dominate the agenda without a fight. The Dems in Congress are more unified than their GOP counterparts.
