Yes, in addition, the dem-controlled election board members decide arbitrarily what "is" and is not voter intent and whether a pregnant chad is or is not included. The observers from both parties must agree, whether they agree or not.

Life is full of problems that can be overcome......Reasonable people can set up rules that determine what will be considered acceptable.......After all this has been done in many states before...
