He didn't accuse them of cheating. He stated that different people have different judgments out of nothing more than human nature. Add to that the fact that the process is political in its very nature and you have a mess.

You didn't dispute my main points, though.

You don't disagree that if the same ballots were examined by a Republican group of examiners and by a Democratic group of examiners the results would be different.

There is both conscious and unconscious bias. But one should note that all the recount activity is taking place in heavily Democratic areas with primarily Democratic election officials. The partisan nature of the process is indisputable.

BTW,if Katharine Harris rejects any later submittals, I trust you will be equally clear about labeling any arguments that she is being in any way not fair as insulting and an attack on a fair-minded person who is sworn to do a fair and proper job.
