One leads by example. Bush led in Texas by the money. That's why his state is rated so poorly when it comes to health, education, environment and social justice.

Actually, you nailed it and you are correct: Bush IS a hypocrite!...because of the fact that Bush had no real leadership capacity or mental capability, he at least APPEARED not to have any real power.
