Does it really matter how a book is read. With law, you must look at the letter of the law, and the intent of the law. The intent of the Florida law was to avoid complex and misleading ballots. It's a good idea. Unfortunately, Republicans seem to have fallen in love with, and seem to support butterfly ballots, and, unfortunately, we will probably see many of them in future elections.

By 8:30am, voting day, there were many complaints. The Supervisor of Elections issued the following warning to all precincts saying: 'Please remind all voters coming in that they are to vote only for one (1) presidential candidate and that they are to punch the hole next to the arrow next to the number next to the candidate they wish to vote for.' Whew!!! Almost as bad as the ballot!

If Gore loses, which is not likely, it will because of the Democrats own blunder, on the ballot design, and not acting quickly and responsibly enough, to solve the problem on election day.

OTOH, Republicans, trying to win, as is the Democrats, are putting their head in the sand and pretending that there wasn't a problem with the design of the ballots.
