Mason, an election commissioner has one and only one duty, which is to ensure the purity of the vote. That means, no double voting, only registered voters allowed to vote, and making sure that all votes legally cast are counted. Putting this into practice requires something more than just being an elected official. You have to have at least a modicum of administrative capability to organize and supervise the process. You have to train the election officials, and if there are mistakes, you have to make sure the challenges are handled according to established practice as set forth in the statutes or in regulations and policies based on the statutues. This is not a job for an amateur, but the sad fact is that many elected commissioners have little education or experience that would qualify them to do their job in a professional manner.

As to the closeness of the vote, there is one other factor that hasn't even been mentioned. In simple majority voting procedures, as we have here, it can be shown mathematically that intransitive results such as this are the norm rather than the exception. What the closeness of the vote really says is that we are using a theoretically flawed system to select our leaders.
