My personal reading of the Fla. law is that it requires a recount in the case of a close election (defined in the statute) but does not require that the recount be a handcount. I did not mean to imply that the Bush campaign did not know what it was doing. I was only suggesting that there was a reason they did not request hand recounts - they believed that a third recount in the absense of fraud would be extra-legal - As I too believe. They would have no leg to stand on in making such a request. Reports of the judge's ruling yesterday seem to confirm that he reads the statute in the same way.
